Integration of International Response

Each country has the authority to decide on the acceptance of USAR teams, and it is recommended that they prepare for their arrival, coordination, and integration into their national response plan.

International USAR Teams

The national USAR Coordination System should establish mechanisms and procedures to integrate international USAR classified capabilities into the national response. Specialised coordination cells would function as central hubs for managing communication, logistics, and operational integration between national teams and their international counterparts during disaster response efforts. By facilitating collaboration and ensuring that international assistance aligns with national priorities and local needs, these cells can enhance the effectiveness and efficiency of the overall USAR response. This structured approach will not only streamline coordination but also strengthen the capacity of the national system to respond to disasters in a cohesive and timely manner.

Unclassified USAR Teams

To integrate non-classified teams into the national USAR Coordination System, it is essential to establish clear procedures for exchanging information with the national coordination structures. This ensures alignment with national standards and operational protocols. Establishing clear lines of communication, defining boundaries, and setting operational limits for non-classified teams will help maintain safety, coordination, and effectiveness in disaster response efforts.
